Monitoring of official web-site of the Administration of the President of Georgia

News 18 April 2012

On April 12, 2012 IDFI expert team has conducted information transparency and e-Governance (e-Accessibility and technical operability) monitoring of official web-site of the Administration of the President of Georgia (www.president.gov.ge) within the framework of the project “Monitoring of Information (Internet) Resources of Public Authorities of Georgia“.

Despite the fact that the official web-site of the Administration of the President of Georgia leaves the impression of the web-site oriented to the provision of information to the society, the lack of such important databases as the archive of the state procurements performed, the archives of available vacancies in the Administration, the information related to the Freedom of Information and annual/quarterly reports of the activities performed by the Administration is obvious on the web-site.

At the same time, the proactive disclosure of orders, decrees and other acts of the President on the web-site is deemed of high importance by IDFI. The selective disclosure of such important documents decreases the rate of public information availability significantly and gives the negative example to other public authorities in the establishment of openness policy.

In our opinion, the official web-site of the President must serve as a best example for any administrative body in aspect of transparency, openness and accountability. Unfortunately, at this stage, the official web-site of the Administration of the President of Georgia - www.president.gov.ge leaves only the impression of resource designed for presenting the general information to the society.

According to assessment parameters of IDFI the webpage of the Administration of the President of Georgia amounted :

Information transparency rating: 14.28%

E- accessibility and technical operability rating: 51.58%

Total rating of web-page: 32.93%

The statistics, problems revealed and corresponding recommendations are given in the below attached file:
